Challenge: Bureau for Humanitarian Assistance (BHA) faced significant operational inefficiencies in managing personal service contractors (PSCs) due to the absence of an integrated IT system. Key challenges included inconsistent practices, unclear data ownership, fragmented data, and error-prone manual processes. These issues resulted in high vacancy rates exceeding 40% and hindered mission achievement.

Objectives: USAID aimed to:

• Enhance transparency, compliance, and data accuracy
• Standardize workflows and streamline approvals
• Improve oversight and audit readiness
• Support governance, training, and change management

Our Approach: Stealth Solutions developed CHAMPS a Salesforce-based public sector solution, it included:
